As is hopefully obvious if not explicit in the artwork, the boys are in a buidling somewhere opposite Raoul's bachelor pad. You can apply your own headcanon regarding J&E's level of confidence in one another to decide whether Erik is speaking all of what he's reading from Raoul for Jareth's benefit, or only that last line.
(Of course Erik didn't exactly need to know lip-reading in the musical since everyone makes a point of singing their super-secret plans loudly in the Opera House, but it doesn't seem too much of stretch.)
This arc is telling itself in a strange fashion. More clarity next week, methinks.

i must say, that last panel is somewhat breathtaking. it's windswept and suspenseful with a drop of possibility and perhaps a grain of sands worth of angst... can't be sure of that last one though. like trying to taste salt in a pastry.
